A Leading CSP in Eastern Europe Improves Dynamic Policy Management with Nexign PCRF

Deploying a new PCRF/PCF solution to increase the CSP's flexibility in offering complex mobile plans and bundles in 4G, as well as support its ambition of becoming the 5G pioneer in its market.

Our client is one of the leading Tier-1 CSPs in Eastern Europe, serving tens of millions of subscribers nationwide through a distributed network infrastructure. Because of this scale, the operator set stringent requirements for the flexibility, reliability, and performance of the new solution. The client also required that the system run in the operator's virtual infrastructure and support 5G networks. Following a detailed market analysis and PoC (Proof of Concept), the client selected the converged Nexign PCRF/PCF solution.

The Nexign team initially deployed the solution in a single region of the country—the CSP’s largest and most critical one in terms of network performance requirements—finishing the project in December 2023. The CSP’s staff then used the solution’s tools to roll out Nexign PCRF in all other regions on their own, completing this phase in March 2024. Nexign experts trained the operator's employees and offered advisory support when required. In 2025, the solution was expanded to support PCF functionality for 5G policy management within a converged system.

In addition to the converged architecture, the Nexign solution brings new technical advantages for the client:

• Using Nexign Network Management System (NMS), supplied as a part of Nexign PCRF/PCF, network engineers can centrally configure network functions through a convenient graphical interface. 
• The Nexign product also requires less hardware than competitor offerings to deploy comparable systems at a Tier-1 CSP. In completed implementations, Nexign PCRF/PCF performance exceeds that of the previous solution by 40%. 
• The Nexign solution fully adheres to 3GPP specifications and 5G service-based architecture. 
• The architecture ensures high availability and supports automatic, dynamic node scaling in any deployment environment.

The solution broadens the customer's opportunities to monetize new services, provides more flexible control and personalization of the customer experience, and boosts the efficiency of network resource utilization as traffic volumes grow. It enables real-time monetization of partner services and ecosystems in 4G and 5G networks, while giving CSPs control over quality of service (QoS) for complex business scenarios and advanced offerings, such as VoLTE or services under congestion. The solution also supports flexible pricing for both own and partner traffic, considering multiple QoS parameters. With ready-made policy templates, scenario catalogs, and a rich set of configurable parameters, the client can rapidly design and launch new products.
